The KARR Replica look miles better, not sure what's up with KITT's tires being so chunky

I have to admit the elite version of KITT looks really good... but the tires look like a giant tractor! That’s the only flaw that I found in the car. However, KARR looks amazing in every detail... even the front bumper looks exactly like the original episode. The standard version of hot wheels KITT fixed the tires. I don’t know why hot wheels did that outrageous wheels in the elite version 😐

Is this diecast or resin made? I realise that it has no openings, no steering, but do the wheels roll freely?
