Eventually, that failed in the 1990's due to the massive backlash from private (American and European) commercial interests and Albertans themselves, even though it would have provided better protection and income to Albertans. Now it's majority privately held by Suncor. Even now federal and provincial policies have intentionally land-locked Alberta's own oil reserves. Think about it, there exists today only a very limited domestic refinery capacity (and the sale of Alberta's petroleum production remains foreign controlled). This is even though the vast majority of Canadians, including Albertans, British Columbians, and the Pacific Coast Bands and the Atlantic Provinces would welcome major refineries on either or both east and west coasts Easily achieved with a modest investment of a few $billions.

I was always puzzled by the fact that Canada produces 3 million barrels of oil a day, more than some gulf countries. In the Gulf countries the oil revenues pay for everything and their people don't pay any income tax. It is not the case in Canada. This explains why.
