I do purchase the Mission Pass skins, and the occasional gacha skin, so I can't say that I'm free to play.

It certainly feels like a scam. I feel for people that only have one or two Pilgrims, or no burst 1. Getting those 50 molds only to get a Soldier OW.

As far as I know, the only ways to get her is either through gacha or the mileage shop. They do have the alternate skin (without the dress) from the event mission though.
