NYSAC conducts its own drug testing, in-house. They have a mandate to test every single combatant who fights in their jurisdiction for PEDs before the fight, no ifs and no buts. In fact, fighters are not allowed to lace up their gloves until a urine sample has been collected by NYSAC reps. They collected samples from both Garcia and Haney on fight night. This testing known as commission test will be adjudicated in the even of a positive - fines, forfeit of purses and suspension of license. NYSAC does not recognise 3rd party tests including VADA. What no one is talking about is the commission test. NYSAC makes no statement on negative test as per their protocol. This means both Garcia and Haney tested negative. What the "scandal" is about is the voluntary VADA test which has no bearing at NYSAC. Victor Conte who claims to have setup VADA and is a dope cheat himself, is acting as adjudicator on behalf of Haney, over a test conducted by an insitution he helped setup. How did Garcia clear the commission test but not VADA? This is what no one is asking. This is why Garcia is claiming a setup and frankly I don't blame him.

Top ranks talking heads definitely made it clear that they had no plans for shakur to unify at 135 and clearly told him that undisputed at 130 wasn't worth it while he was there. Either he really is a free agent after his fight in July or they're making it plain that they're not gonna set him up for legacy fights and if he's not signed with them why would he expect for them to look out for him and make his name bigger?
