The problem is caused by GTA 5 when it produces frames over 144. GTA doesn't run well over 144 FPS. and the pause menu causes FPS to double, causing the mouse and screen to lag. Things become broken after 144, So the best thing to do for anyone that doesn't want vsync, has a highend card, or experience this problem is to CAP your FPS at 144. You can do this in Nvidia control panel for GTA 5 alone.

Sounds like suffer from success type of things. Thanks it's actually fixed. I never gone over 40 fps before so Idk this was a thing. Upgraded my pc and it became a problem. Thank you again...

@@User-ot1cg I was using i7 3770K, 8GB, GTX 960. Yea. Correction: I was actually using i3 530, 8GB, GT 710. I enabled frame scaling mode To 1/2 (x0.500) and my resolution was 1366 x 768. That i7 3770k and GTX 960 was my second upgrade which allows me to play GTA V at 1080p 60+ fps.

RTX 3080 TI + i9 12 and same issue, I tried my mouse on Laptop and seems like no issue, the issue appears when I use wired mouse so its defo the Games fault
