You cannot directly restore an scp-downloaded sys_config file through the FortiGate GUI's config restore function. The sys_config file contains a partial configuration and might not include everything you need for a full restore. Is it correct ? Can you post sys_config restore via fortigate GUI

I also found out that if you want the lookup to internet DNS to work (the forward in recursive DNS server) it will forward it to your globally configured DNS server (for VDOM's, this is the VDOM with management features).
