Honestly, the sound that is being played here, that sounds to me like what a electronic with a feeling battery sounds like. More specifically voiceover IP phones. Sometimes when those have a feeling battery, they start producing this extremely high pitched noise. And it's not just VOIP phones. Any electrical device is capable of making this sound if given the right circumstances. Main reason I am aware of this is because I work as a IT technician. I'm familiar with just about any hardware issue that could possibly happen with electronic devices, and this sounds just like specifically failing electronics. It kind of makes me wonder if there is like a failed bug in there, or if the sound is just being caused by your average run of the mill electronic issue. That being said, there is no way at all that I believe that the phenomenon surrounding Havana syndrome and the traumatic brain injuries that some of the institutions such as Penn State recorded in 14% of the victims, such as altered great white matter counts and volumetric size differences in the hippocampus in those individual's brains is pure coincidence or acute stress, or caused by environmental factors like some groups of the 2023 IIC would like to push.
