that would be Shū Sugita's work, he used an inkbrush-like tool (Sugita animates digitally so it's not an actual inkbrush) of sorts for it from the looks of available production material (twitter.com/heroaca_anime/status/1261212221956222976?s=20 his scene starts at ~46 secs)

His hand drawings* are so well-refined. He can help something appear more elegant or more gruesome just though the hands. (Like if he emphasizes the finger tips for elegance or knuckles and tendons for extra intensity) *not “hand-drawn” is my reference, literally drawings of hands.

I made an attempt to but most of his shojo stuff I saw was more on the "cartoony" character animation side so I didn't know how to work it in the MAD in a way that suited the vibe of the song I chose 😶
