There's a lot of mutual instruments within the kururin games and the first style savvy's soundbanks, makes sense as Atsuhiro Motoyama composed for all the kururin games and the first style savvy. It's fun to do stuff like this, I think I did the inverse on one of style savvy's map themes.

If I remember correctly the reason this song sucks so bad in game is because it has a bunch of sound channels that just don't have instruments assigned to them so there not played

The actual reason seems to be that late in the development, SEGA told the developers they can't remix songs from other Sonic games _(although it seems like stuff composed by Richard Jacques - who worked on Chronicles, R and the Sega Saturn version of 3D Blast - was fair game, as I can _*_definitely_*_ hear the influence of Panic Puppet 1 in Chronicle's boss theme),_ only arrange them or make fully original songs, so they had to hastily replace them with something else. They seemed to have chosen midis from the internet and badly imported them _(Metropolis is literally panic1.mid, although that's actually one of the better sounding ones, probably because of what I said in the first brackets)._

Yup! The music from Style Savvy is pretty good, as well as it's soundfont. My cover videos aim to push the soundfont to it's limit by making them sound closely to the original music I cover as possible.
