As a 2000s kid I got scared by Courage the Cowardly Dog. Most people say the mummy was the scariest villain but for me it was the puddle queen. Ramses is only a threat if you take his slab and don't return it (plus he has a goofy theme song that makes him not as scary) but the puddle queen can just emerge from any water be it a puddle or your bathtub and you get dragged down to her underwater castle to get eaten. It's pretty fucked and made me avoid puddles for awhile after I saw that episode.
