"ballooning is the safest form of aviation" Absolutely not. Not by a long shot. The safety risk is only meaningful in relation to the total flight hours. I can't speak for the UAE, but in the US the risk of death is about one in 100,000 flight hours. Commercial airliners, for example, routinely fly millions of hours between fatal events. There is simply no comparison. However, it may be that your operation is as safe or safer. But on average, it is not nearly as safe.
