This scene has made me think of two: 1. Suzaku never really hates or puts Lelouch on the dust. 2. Suzaku actually realise that Lelouch true intention in the past (the Euphemia mass shooting, the whole Zero Requiem, etc). He knew Lelouch wouldn't killing Euphemia with full intent, nor the plan for him to be revived in the first place. Hence why he berates him for always lying to him.

I wonder if maybe this isn’t the first time Suzaku has strangled Lelouch/Kingsley before? We don’t get to see it but maybe those other times Lelouch was struggling to break free from Kingsley and was asking for water ended with Suzaku choking Lelouch until he passed out. So now that Lelouch broke free from the Geass and sees the horrible situation he’s in he decided to pretend that he’s still Kingsley and is just going crazy again all to goad Suzaku into choking him again. Except this time once Suzaku started to strangle him, Lelouch asked him to finish the job and kill him because he doesn’t want to be put under Charles’ Geass again. But ironically this time Suzaku was so mad he probably might have killed Lelouch if Lelouch didn’t make him feel guilty by accident.
