I have a doubt regarding the control unit cost. You have added the highest quoted rate along with Bidder B's proposal since they did not quote or specify the control unit cost separately. Perhaps they included all the costs associated with this work in a single value due to a misunderstanding or improper reading of the bid documents. Would it be better to clarify this with the OEM before including the highest quoted value in the comparison? This would provide more clarity, wouldn’t it?
