Yes, with the correct amount of wraps on the lashing you should be able to hold the tail in your hand

How do you hold the tension while tieing it off? say you were doing a dyneema lifeline. would normally use a turnbuckle to tighten it up.

The 4 turns through the low friction rings allow you to tension alot. Ironically the friction holds them in the low friction rings , it is also a pulley of sorts soit can exert alot of pulling strength that locks as it goes. Once you get the tension you want the turns will lock and then you can secure them with the frapping

The friction on the turns will hold the tension while you put the frapping turns in. There should be enough turns in the load bearing side that you shouldn't lose any tension after you tighten it
