There’s no way he didn’t know esp after Holyfield had done the same sly headbutts in their previous match (which was definitely known about after given the commentators mentioned it numerous times & the match would’ve been watched back!!). A Reff literally has peoples whole Careers, lives & quality of life in their hands!!
