I am not very sure about this. From what i have heard, if you are applying for non engineering courses you dont need to submit license certificate to the universities, but, i also heard that you need it to get the NOC

Software developer is not a specific title for a particular work. Web, app, game, ai, data science, any of these can be considered software if it involves writing code and solving problem.
