People may call me crazzy or stupid for saying this but why not chip and seal with the bitumen and chips on all roads as it would help with deterioration and potholes and be need for patches and the lengthy shutting of roads for days.

ACPO Guidelines state that officers should use the NDM in their decision making. CR's should ONLY be given when the following applies; 1) It is clear that the crime or incident has occurred; (tick) 2) The offender accepts responsibility; (tick) 3) The Victim has been consulted and consent sought. (cross). (In certain cases CR may be appropriate without victim consent, or in the absence of an identifiable victim (e.g. drugs or public order), but in circumstances where victim consent is not secured it is recommended that a supervisor is consulted and the officer should make a record of the rationale behind the decision;) 4) It is a less serious offence (cross). (While less serious offence is not defined, this was a violent assault, possibly ABH, the guidelines also mention minor assualts where injury is not sustained) 5) The offender has not relevant offending history (unknown to us) An arrest may not be necessary - that's down to the officer, they could deal with it by an interview at a later date given the footage and the need for the worker to operate the machine. He details this in the video and I think that he's probably correct on the necessity test. You should 100% make a complaint to the force, but I'm unsure if the outcome can be changed at this point. You could make a civil claim against him and his employer (as he's on the clock!) for pain and suffering. I'd speak to a solicitor for this one.

It seems to me that the only roads in the country that are repaired and resurfaced are in Gloucestershire is that where all the MP’s Councillors and the Boss of Tarmac lives cos where I live the roads are all too 💩,,, I have to make my vehicles road worthy but the roads aren’t worth of my vehicles 🤬🤦🏼♂️🇬🇧 anyway always like watching your videos 🎥👍🏻

I have never seen it done like that, it's normally planed off then the road sweeper goes over it before it's paved again, never seen a roller used to compact the loose aggregate rather than sweep it up.

Because when they milled of the asphalt there was not any asphalt layers below to broom off. They milled to the base course level. Therefore they needed to recompact the base course layer then repave.

Yes when they resurfaced my street they put the road sweeper on but different companies do different things...
