Not sure what you mean by any 7900 xtx, aren't they all pretty much exactly the same? I guess my answer to that is yes, they'll always do the same. But they only help the visuals and boost the frame rate, the CPU does all the ground work. The 7800x3d is an extremely similar similar chip so it should be basically the same. It takes a whole bunch of tweaking to eventually get this game running right and even then you're gonna get stutters, you just gotta learn to be cool with it. It's still amazing to me that we get to play it at 4K60 outside of the official hardware. As for the folder I linked you, the ToTK optimizer is the real deal, boot it up and let it do it's thing. That's about everything you need to know haha I'd rather say too much than too little, help too much than not give a shit

Thank you! I'd recommend a PS4 Pro for this game for 4K60fps, PS5 will do that no difference and the normal PS4 only does 1080p. I play on the RPCS3, the original PS3 game upscaled to 4K120fps with a patch.
