Yes it is nail polish and you have to drop it close to water

@@ah_lem7980 1. Use room temperature water 2. Use a white base 3. Use tape or liquid latex to protect your skin 4. Drop the polish close to water 5. Use toothpick to create your design 6. Angle your nail in water 7. Blow on the water for a less messy cleanup
