Is it possible to do the same thing in like read semantic models data in my VS code editor. I dont have access to fabric because its costly 😢

Not easily without Fabric, you'd need to use XMLA endpoint. See dataveld.com/2020/07/20/python-as-an-external-tool-for-power-bi-desktop-part-1/

Thanks for this demo, What sort of subscription of TE3 is required to connect to connect to Fabric end point and publish?

You can do it with TE2 (Open source), or TE3 enterprise edition. TE3 desktop and TE3 business licenses don't support connecting to Fabric or Power BI Premium capacities via XMLA Endpoint.
