Honestly the devs making it so on hardcore mode your pod could drop at one any random location and would start sinking the second it hit the water would be a lot more scary than just having one life. Imagine landing near the bulb bush zone or the sparse reef and frantically having to grab materials, then praying that the pod didnt sink too far to swim to before you drown.
