Yes and no. Liturgical legerdemain. Palm Sunday is the Sunday of the Passion - when we hear the Passion Narrative read for the first time in Holy Week. However, other calendars see a clear demarcation between the Fourth Sunday of Lent - Refreshment (or Mothering) Sunday - with its lessening of the Lenten disciplines (signified by a lighter shade of purple - rose pink - for vesture) and the full on return to the focus on the cross. Hence, the Fifth Sunday of Lent marks the start of Passiontide and is therefore Passion Sunday. The Roman Catholic Church keeps the Sixth Sunday of Lent as Passion Sunday. Common Worship (following the Sarum Missal and the Prayer Book as Proposed in 1928) begins Passiontide on the Fifth Sunday. Common Worship allows the title Passion Sunday to be used on either Sunday. As Palm Sunday has its own perfectly useful title and we wish to mark the gear change towards the cross on the Fifth Sunday, so we keep that as Passion Sunday.
