So, not a single centavo was spent by you and all other Filipinos on the construction of CCLEX. Cebuanos are proud to call CCLEX their own. CCLEX is the first and biggest local PPP project in the country to date. A local PPP project is a partnership between a private sector and the local government. CCLEX was conceived since early 2000s by its primary proponent, the then (now deceased) Cordova Mayor, Adelino Sitoy. It was only in August 2014 his dream was realized when MPIC Chairman, Many Pangilinan, submitted an unsolicited proposal to the LGUs of both Cebu City and Cordova to build the 3rd Cebu-Mactan bridge, later known as CCLEX. A local PPP project doesn't go through NEDA for evaluation and approval, which is the usual process all national government projects have to undergo. CCLEX didn't go through NEDA. Thus, a project implemented via local PPP takes a much shorter time to build as it skips the bureaucratic process as it doesn't go through the painful process of evaluation, assessment of its cost plus the political favor played by the President whether the mayor is an administration ally or not. In fact, CCLEX only underwent evaluation by both councils of Cordova and Cebu City and approval by both mayors in record time, in less than a year. In August of 2015, both councils unanimously approved and endorsed the unsolicited proposal to their respective mayors who quickly approved it. In January 2016, MPTC (infrastructure arm of MPIC) broke ground for the project. In April 2016, a joint-venture agreement was signed by both MPTC and the two LGUs of Cordova and Cebu City.
