I think he was paranoid after the traumatic game, and also, not an expert on chasing a guy or killing people. He hired people with more skills, while keeping a low profile. The fact that he ended up in kidnapped (although partially by his own design), lost the tracking device and ended up helpless back in his worst nightmare shows that he had reason to be paranoid. Had he been going around subway stations looking for the sales guy, he would have been spotted, and, because it swemwd obvious he wasn't exactly pro game, he would have been eliminated.
