I shift to next gear at 2500 so it drops to 2000. And somehow my consumption is lower then switching gear earlier. But at 3000 the consumption is also less then earlier. I avoid under 1500 rpm

I'm new to driving a manual transmission and I'm in my first week of learning. I can drive around regular streets with stop-and-go traffic, but I haven't tried the highway yet. My main issue is that I think I'm shifting too early. I'm concerned about the cars behind me, since I've always driven an automatic before. When I'm in 3rd or 4th gear while cruising, my RPM is consistently at a steady 3, and I feel like it should be lower than that. How can I prevent myself from shifting too early?
