It's not bugged as play Rebirth Island Warzone as a submarine spawns randomly behind Bioweapons as it will take multiple matches as I unlocked this challenge yesterday as once you get a match with the sub on Rebirth Island hot drop this location as only the first person or team who finds it completes the challenge. Once you get inside the sub on Rebirth Island, go to the center and look for a bulletin board with a knife through a picture as that's the final Intel as grab it and the calling card and finishing move will unlock.
