Isn't there a mistake in the answers for Part 3? The task clearly states "facilities at present", so why is the place for the swimming pool (28) A (the sports center)? As far as I understood, there's a pool somewhere in the city, and they are only discussing the possibility of having a swimming pool in their center in the future.
