"Another rampage"? Okay, TV really represents a _warped view_ of the Police. One moment, they're making jokes about Police Brutality and how authoritarian cops can be. Next minute they're pulling shit like this where the Police are uncharacteristically _understanding,_ and willing to forgive and/or _walk away._ Seriously, Haley should be in handcuffs in the back of a police vehicle on her way to a holding center. There's no, "another rampage" in this scenario. They would have subdued her and hauled her away; no second-chances, no talking out of this, no questions asked. Honestly, I don't know what pisses me off more; the exaggerated and hateful view of cops that depicts them as being too-hard; or the depiction of them being too soft and reasonable, because lord knows they're _not like that irl._

This is happening because Stan and Francine did absolutely _nothing_ to discipline her growing up. Seriously, it's like Stan focuses all his parenting on _Steve,_ and yet every flashback shows that he either lets Haley do whatever she wanted or cowered in fear from her when she was growing-up. She's literally assaulting people, destroying property, and animal abuse/cruelty. Haley should be in a psychiatric facility after that.
