Well, at age 15, even though she was biologically his mother, she would have to adopt him to take him home. I am unsure what the rules are pertaining to adoption in England, but at this stage, the 15 years old would mpst likely have to consent to this adoption. Also, other parts of the world normally finish high school by age 15-16. I knew in Jamaica where I grew up starting high school (grade 7) at aged 11, I would have graduated at grade 11 five years later at 16 years old. Some people pass their entry exam a year or two earlier and would graduate high school as early as aged 13-14.
