As per your EE, about 30000 birr per m2 for fullfinished G+2 on 90*3 m2 built-up area. Is that based on the revised unit rates for labour, materials, and equipment? It was assumed to be 25,000/m2 as per government estimation for such structure (up to G+4). This is about 20% incremental cost while some construction materials are dropping. Why is this information conflicting? May be quality issues?

Thank you very much for the observation and feedback. We believe our estimates are reliable while it is difficult to comment on the "government estimation" without having detailed information. However, the following factors influence the estimate: 1) Number of storeys : In general, villa (ground only) type houses are more expensive than G+4 buildings. Therefore, averaging the costs of five different floor options may not provide a satisfactory estimate. 2) Material costs with or without VAT: government bodies may take factory prices for cement and other inputs, excluding VAT, assuming the contractor reclaims it, we use normal market prices in town with VAT 3) Material quality (as you pointed out): Steel versus aluminum doors and windows, local vs imported ceramic tile; quality of sanitary /electrical fixtures; roofing etc.) 4) Overhead cost and profit assumptions: as you know direct costs are multiplied by factors to account for indirect costs, risk and profit. This number varies from estimator to estimator. We assume that residential houses are built in labor contract modality with the owner supplying the materials.
You can call it an educated estimate. The software's calculations are based on current prices, it has detailed unit price breakdowns, and it is based on the details of a similar G+2 building as well as considers key finishing preference. So it is not a rough estimate - which is usually based on Cost per square meter estimates issued by some institutions (usually based on factory prices and may not represent market reality)
