I have just tried this on some mildly rusted plate bender parts. I left it for five minutes at a time and repeated the application after each 5 min. After one hour nothing has changed.

Hi, generally no need to remove any Rost Off PLUS after application unless you wish to do so. To remove it, just use a hydrocarbon brake cleaner or IPA (isopropyl alcohol) to wash down the surfaces.

what if you can't make the broken bolt flat at the broken part/head?

As a rule, the broken bolt or stud would be centre-punched to keep the drill running true, but it becomes increasingly critical to do so if the break is uneven. Sometimes the part needs to be mounted in a pedestal drill jig to hold everything centred so as to increase the chances of a successful removal.
