It's a old game Caesar 3, but it has a remastered add-on Augustus allows full resolution.

It's a good game if you don't mind old games. I recently played it again after not having thought about it for 10 years. It's still plays pretty well, and it's fun.

I only used Total Town Replacement Set 3.14 and City objects. Spent millions of dollars bribing the local authorities to modify cities, build tunnels and standardize highways, as well as fund new buildings. I developed the neighboring cities to unify them. Invested only in passengers and mail.
