It's a variation of a very famous synthesizer sound, used in many different ways. It's a similar synthesizer like in the beginning of "Jump" by Eddie Van Halen for example, but there the notes are much higher (though you can even her one really deep note throughout the intro). But in Tennis Court the synth also has an effect called "flanger" on it and some reduced treble.
