That loss of aquatic life downstream is very temporary. They did the same thing with rhe dam of a 7500 acre or so lake on a ranch I rode for. When they first opened the gates (draining the lake for a major dam inspection ) the 'water' flowed like thin brownie batter. Far more silt from the lake bottom than this. Buried the downstream canyon banks for a mile. Everybody, including me, squalled... but then, in just weeks, that canyon flowered unbelievably. The silt was rich and fertilized plant growth. The plants fed more bugs. The bugs fell in the water and the trout, which initially escaped downstream, returned and spawned... the fish population exploded... so....nasty floods often refresh ecosystems... and the Floods that are eliminated by our Dams... cannot refresh the land... This world is far more complicated than human intellect can generally comprehend.

crap... A release gate is at the top of the dam or near too... Only if the dam is totally sediment up would that much sediment flow out... What you are seeing here is just buildup around the gates... minor or a good flood..

Flap gates are located at top of the dam used to remove floating debris like wooden logs plastic bottles etc. for sediment flushing radial gates are used located at bed level of reservoir

Yes it's a run of the river project with spillway radial Gates installed at bed level to flush sediments.
