It's the k9 harness, part of the dogmeat tactical mod pack. It offers some armour, increased carring capacity and armour can be increased at the workbench. Plus with the goggles he looks adorable :)

Toooootaly didn’t get a mod that makes Uhhh “non-essential” NPC’s killable. No NPC was at all the reason for this mod and I would like to verify that Brace now respects one very specific Dragonborn

Not a mod but a location called Yngol's Barrow, roughly south-east of Winterhold. Its part of the helm of winterhold quest
