You can find it in the steam workshop for serious sam 4. I searched it up (Serious sam reborn) and it's still there. Perhaps you made a typo of some sort?

I thought it was bugged, but it was just a skill issue. It’s located right before the bridge, above in some bushes. It’s like an owl or something that you must shoot
