This is wrong, Tails can win for several reasons 1- You already started wrong, Tails can fly infinitely, this thing about being limited is so that the player doesn't cheat by using Tails to fly, then the game wouldn't be fun, right, unlike Luigi who only needs items to get power, if Tails in base form is already too overpowered, imagine in Super Tails form?
