I've had the exact same thing happen to me but I didn't notice at first, I thought the game glitched and kept infinitely respawning fodder until I saw him up there I think stuff like this is the reason only 2 master levels are out right now. At least I got the scope mastery out of it.

This never happened to me on the Xbox One version but for some strange reason keeps happening at random intervals on the PS4 version. I just now trying to deliver the Verdelon 6 to one of Mario's Garages and I was half way there when the car just went poof on me. I am pissed I can tell you that so I'll have to resort to using a helicopter to deliver the car.
