With regards to the second tip. What other things do we need to consider outside of “we like an artwork”?

Glad you asked, as I found this tip explained in a poor matter in the video. What I mean is that visual appeal can form a false judgement when your 'taste' has not yet developed properly. There are certain merits like: is it well painted? is it a good composition? is the subject original? does the subject has multiple layers of meaning? Things you will notice instinctively as you view more and more paintings. What I see a lot for example is that people are easily fooled by these neo-romantic Bob Ross-ish looking paintings. They are visually appealing to the untrained eye, like Einaudi's music is appealing to the untrained ear. You have to listen to a lot of Mozart or Schubert to understand that even though Einaudi is pleasant, it lacks depth. I hope this makes sense.
