I think what your answer doesn't address is that it is not possible to 'modify' as you put it a finished building by 10 cm! I get what you are saying re planning but in a practical sense the whole roof would need to come off, possibly wall plate too. The problem is you can't just shave bits off a roof, it would not function properly, be unsafe, would not meet building regs were they to apply. So resolving the planning aspect would not be the end of the issues.
