It is much safer for everyone if you shut down and wait for the bad weather to clear but some truckers prioritize money over safety and it needs to stop because in the end it will make automation of trucks the priority

It is safe unless you don't do proper inspections and use correct equipment. That's why there are chain up signs when truckers don't need to chain but the DOT knows not all truckers have good tires. That's why they put chain up requirements in effect. I can say with confidence that driver didn't have good tires and decided to keep going without putting on chains.

Trucks don't stop on a dime. It's best to move to a lane that has no vehicles in close proximity in order to slow down without locking trailer brakes up.
