Many factors for the reason that they took so long. Normally San Francisco respond times are within 3 to 4 minutes due to the proximity of fire houses so close to one another. Also, in this case engine 25 is way out in the outskirts of the city where response times are longer because there are fewer fire houses nearby. If engine 25 was doing a drill which the time of day is very likely or if they were shopping for lunch and dinner, which at this time would be very likely this would’ve put them at a disadvantage in their response time. The obvious would be they were just released from another call. These guys have a large area to cover as it is, so as a former driver and tiller for T6 and T12 in the SFFD, these guys just got their fun taken from them. No bad feelings, my only hope for this call was that the officers of E25 and probably T9 were professional and gracious to the water truck guy. Too many times before, our wildland firefighting crews and chiefs would rudely turn away farmers who have worked with wildland firefighters before and put fires out, but due to our ignorance, we would shut them down only to have to call them later.

Not exactly, the water truck only extinguished the fire from one direction. That does not mean it extinguished every flame inside of the vehicle on the other side of the truck. There is also a chance it can catch on fire again because it is still hot. this means the fire department is still needed to extinguish every flame and cool it down so it won't catch fire again.

Smoldering fire is the most dangerous fire to be around without a proper SCBA, so think about the public that will past by and inhale that in. For those suggesting "All fire departments should have this". Consider - Nearly all departments do have that. Even tiny, rural, volunteer departments tend to have a 2k gal mil surplus tank truck. Nearly all type I urban fire engines have a deck gun and 500 gal. There's a reason they don't use them for vehicle fires. As a primary attack evolution, both of these are extremely inefficient. Lots of water wasted, little or no control over the water target area except for vehicle positioning. EVERY vehicle fire is a total loss. Every one. Doesn't matter if it's extinguished in 2 minutes or 22 minutes. The purpose of any fire department response to a vehicle fire, other than to save lives, is to protect the exposures, ie reduce damage to neighboring property. You can't "save" a vehicle that's been on fire. It's totaled immediately for insurance purposes.
