Sorry brother I don't know how to fix it and it's first I heard this issue but your right the seat bealt fuse is in the bottom portion of dashboard - i suggest to show it mechanic only

Hi bro removing the bumper is pain in a** .u need atleast 2 person to remove the bumper because there r 8 to 9 screws on the top side and 5 to 6 screw on the bottom side of bumper and 2 on each side under beneath the headlights that's the most difficult one to remove u have to put hand between the fender flares here actually required the other person .
