Or just get a Creature Craft Water Wog and roll right up into the lowhead dam, grab the person and pedal away. Even when it slams into the face of the dam, it won't flip or take on water. It won't be hard to maneuver, either.

I liked the way they trained using several techniques and devices so they know the effectiveness and limitations of each. I don't think most other rescue teams take such a comprehensive approach and would instead focus on one or two techniques like the giant pool noodle.
