It's a property of water. There's a whole table of numbers for the saturated vapor pressure of H2O at different temperatures. When the temp reaches 100 degrees celsius, the saturated vapor pressure is 760 torr, one atmosphere. Practically speaking, it's a number you have to look up for your specific temperature.

In Spivak's definitions of interior and exterior of a set A, he specifies x is in the interior (resp. exterior) if x is in an open subset of A (resp. complement of A). It follows immediately that these are open sets. In your definitions for interior and exterior, it seems you don't specify that the subset R needs to be open.

Thanks for watching! The definition of R was that it was an open rectangle. Without that assumption the definitions of interior and exterior are incomplete. However, "It follows immediately" is one of those expressions that I take issue with wherever I find it. It follows immediately *for some people*, perhaps. I've always been good at math, but I struggled in HS geometry, because I never understood how much detail was required in the proofs. My homework was always five times longer than everyone else's. You're right, many people can see it immediately. Someone capable of skipping a lot of steps probably won't need my lemmas. I wrote them for people like me who need more steps spelled out. But the wonderful thing about lemmas is that you only have to prove them once! And with these, my horribly long proofs can get much shorter.
