I applied for a study permit within canada as I was visitor. I also got offer letter but got refusal letter with reason you are not a person described in immigration legislation who can apply for this type of document from within canada. an application of this type must be made at a canadian visa office in another country Not sure iF they are allowing people to to apply for study permit with in canada what the reason of above refusal?

Hi , I came to canada with one year course with having the study permit validity of around 16 months. After completing 1st course i took 2nd year program in some another college without taking any unofficial drop between my studies But the thing is I didn’t update DLI number on IRCC website as i was not aware before. Now i have changed the DLI after 69 days. Is that okay ? In how many days we have to inform them about this ?
