Its wrong i applied for study visa from inside canada. I showed financial statement as well but still got refused with this reason. Also i got my response after 6 months

I applied for a study permit within canada as I was visitor. I also got offer letter but got refusal letter with reason you are not a person described in immigration legislation who can apply for this type of document from within canada. an application of this type must be made at a canadian visa office in another country Not sure iF they are allowing people to to apply for study permit with in canada what the reason of above refusal?
