From one cyclist to another, all cabbies are like this. Unfortunately, their pay is shit multiplied by Chernobyl, with less people are taking cabs, more are walking, cycling, taking transit and of course using rideshare, all of which cut into their market share. As a result, they're incentivized to put other road users in danger to get to the next job faster. It doesn't help that this is normal driving behavior for where many of them are from either. My advice is to avoid them completely, and don't pass them, even at reds.
