Yea mds is the cylinder deactivation on/off only modern hemi that dont have that is the 6.1's all others have it, the ines that have it are in 4 cylinder mode till u floor it, so theres a small delay in power, shut that off and run on all 8 cylinder and it makes your engine last way longer, the rollers wear off and stick when that mds is not deactivated

Would you have to remove the bumper all the time to clean the filter? I am trying to decide between an intake like this, or one that sits in the engine bay with hopefully a shield.

Yes, it gets dirty really fast down there, i think a shield to separate the engine bay from it and a tube that can channel the air from down the bumper would be better
