You are talking about hubs right if using a switch then there is no conjestion that occurs which makes vlan of no use right?

In case of switches,congestion can occur if the switch's port capacity is exceeded or if there are bottlenecks elsewhere in the network.

Open Command Prompt. Type ipconfig /all and look for the DHCP Enabled field under the network adapter configuration. If it says Yes, DHCP is active.

Wait, I always thought DHCP operates at the layer 2 of the OSI model. Are you sure it operates on the layer 7? Edit: Just checked my book on networking. Apparently it uses both layers 2 and 7. It’s manipulates layer 2 based on responses it gets through level 7.
