Wouldn't a decline push up just be the same as doing an incline chest exercise? Wouldn't you want to do incline push ups in order for it to target the lower chest? I feel like decline push ups are for upper chest.

This is a super common misconception, and almost anywhere you look you will find people saying this. Hopefully this explanation helps clear it up: Body Angle and Line of Force Incline Bench Press and Upper Chest: In an incline bench press, your upper body is elevated (head higher than your feet), which changes the angle at which your chest is pressing against resistance (e.g., a barbell or dumbbells). This angle directs the line of force more toward the clavicular head (upper portion) of the pectoralis major because the movement now involves pressing upwards, which engages the upper fibers of the chest to a greater degree. Decline Push-ups and Lower Chest: In a decline push-up, your feet are elevated and your head is tilted downward. This angle mirrors a decline bench press, where the body is angled downward, causing the line of force to shift toward the lower (sternal) portion of the chest. When your torso is tilted downward, gravity pulls your body weight toward the ground, which requires more engagement from the lower chest fibers (sternal head) to press your body up. Difference in Mechanics: Although it might seem counterintuitive at first because the feet are elevated in decline push-ups (similar to the body angle in an incline bench press), the mechanics are different. In an incline bench press, you're pressing the weight upward, engaging the upper chest. But in a decline push-up, you're pressing your body back up from a declined position (feet higher than head), which shifts more of the workload to the lower chest, just as a decline bench press would. Line of Force Explained The "line of force" refers to the direction in which resistance is applied to a muscle during an exercise. In the case of decline push-ups, gravity pulls your body downward at an angle, and since your feet are elevated, the force needed to press your body up is concentrated more on the lower pecs (sternal head). Conversely, in an incline bench press (or incline push-up), the line of force is directed upward, engaging the upper pecs (clavicular head) more intensely.

At the end of the day the same thing is happening physiologically in your body with EMS and weights. We're using an outside resistance to achieve a stronger muscle contraction.
